1. The answer is b) Anakin Skywalker!
C-3PO was built from spare parts by Anakin Skywalker. As a 3PO-series protocol droid, he was designed to interact with organics, programmed primarily for etiquette and protocol. He’s fluent in over six million forms of communication, but is very fussy and worry-prone.
